Should the Swiss bank and other European banks be forced to publicize information about its account holders ?

Swiss Banks and other European banks, Cayman Island banks ..etc allow dictators, military rulers and mass murderers to stash their cash(Black money) away from everybody's eyes. Do you think the United Nations and US should arm-twist these banks for release financial information about these people ? These banking services help the worst of the worst.
