Info on Cayman offshore banking?

Is there a minimum to open an account? is it safe like everyone says it is? do drug dealers really use Cayman offshore banks to put their money? and if they do, can the government retreive it? will the Cayman bank disclose any information if law inforcement comes asking for it???
